its for a dealership however during my 3 years of school we weren't taught how
to properly write one out.
I know what I would like to do for the dealership but my boss wants a document
to present to his boss.
I have googled it to no luck, everything is vague.

I have chosen 5 of them for the dealership.
I need like an outline or format to follow.
I can't just slap a paper on the desk and say here do this.
I need objectives, goals etc...

If not given any information I would define the goals of the company, what they want out of the social media, what they want to accomplish, their goal and than the potential outcome.

There is not set format for these kinds of proposals. But what a business wants to see if background, objectives, plans, costs (or manpower commitments). Your goal will be to convince a business that this will benefit him. Think about what info you will need to know. It is also a good idea to spend some time in the background section detailing social media trends. Stats are always nice to see.
