Our new little chihuahua is in potty training and having little pee accidents on the carpet. Roxy, our 3yr old shih-tzu is now doing the same. She actually comes near me, looks at me and proceeds to pee. She does this even after her outside potty run of emptying her bladder. Roxy is well trained and hasn't had any accidents since she was fully trained 2 years ago. Is she pissed at me about the new dog? They play very well together and Roxy seems to love having her here. Roxy even lets the new pup sleep beside her.

Get her checked for  a bladder infection.

Shih's are very prone to urine infections as well as bladder stones. She likely has something like that going on.

I fit is behaviour you need to go back to stage 1, taking her out on leash and rewarding her for pottying outside.

Also make sure you are using an enzyme based cleaner on the accidents from the puppy. Do not just use water and do not use vinegar as vinegar does not remove the urea smell and can smell like urea to dogs.
